Drought Contingency Plan Authorization Act

On April 16, 2019, the Drought Contingency Plan Authorization Act was signed as a supplement to the 2007 Interim Guidelines. It created a “Tier Zero” requiring mandatory reductions starting at Lake Mead elevation 1,090 feet, requires California to take reductions starting at Lake Mead elevation 1,045 feet, provides for the protection of Lake Mead elevation 1,020 feet (500+ Plan), and established a foundation for the storage of water in the Upper Basin as part of a future demand management program.
