On Sept. 20, 1968, the Colorado River Basin Project Act authorized the Bureau of Reclamation to fund and construct the Central Arizona Project (CAP) system. It also created a junior priority in the Lower Basin for CAP water and directed the U.S. Secretary of the Interior to develop a plan for augmenting the Colorado River supply.
