CAP and the Arizona Department of Water Resources have been working with other water users in Arizona, California and Nevada, as well as the United States, on an agreement to provide CAP users and the Colorado River with stability through 2028 while we work toward long-term water security. 

The FEIS released today provides a broad 10-year framework for River operations. We believe the FEIS contains several fundamental legal flaws, fails to encourage consensus among the seven Basin states and inaccurately portrays Arizona’s rights to Colorado River water.

Unlike the FEIS, we anticipate the Operating Guidelines for 2027 and 2028, when released, will provide details that more fully reflect the Lower Basin proposal. This plan offers to conserve at least 3.2 million acre-feet of Lower Basin states’ water through 2028.

Arizona remains committed to protecting the River, conserving nearly 900,000 acre-feet last year. That means Arizonans used less Colorado River water than they had in nearly 35 years.
