When Central Arizona Project’s Mark Wilmer Pumping Plant was constructed in 1973, the first challenge was pumping water from the river and then lifting it 824 feet up Buckskin Mountain. This historic footage shows the boring of the mountain to create the seven-mile long Buckskin Mountain Tunnel.
