The CAP system is an engineering marvel and it is rare to have any section of it dry. But a few years ago, siphon work was necessary, which required a section be dewatered. This carefully orchestrated maintenance culminated with the refilling of the forebay of Salt Gila Pumping Plant, located in the east Valley.
