The Central Arizona Water Conservation District Board (CAWCD) met on Thursday, June 4 at Central Arizona Project (CAP) headquarters in north Phoenix.
Following the recommendation of the Finance, Audit and Power (FAP) Committee, the Board approved the following actions regarding tax rates.
- Fix the 2026/2027 General Ad Valorem Tax Rate at 10¢
- Fix the 2026/2027 Water Storage Tax Rate at 4¢
- Adopted a resolution determining that all of the Water Storage Tax levied in tax year 2026/27 is required for CAP repayment or annual operations, maintenance and replacement costs, including CAWCD costs for Arizona Banking Authority M&I firming
- Adopt Water Delivery and Capital Charge Rates on the 2027-2032 Rate Schedule
Following the recommendation of the CAGRD and Underground Storage Committee, the Board:
- Authorized the Collection of CAGRD Annual Membership Dues During Tax Year 2026/2027
- Adopted the CAGRD Rate Schedule for 2026/27 through 2031/32
- Adopted an Underground Water Storage Rate Schedule for 2027-2032
- Adopted a Recovery Rate Schedule for 2027-2032

On Consent Agenda, the board approved;
- Construction contract for electro-mechanical relay replacement project phase 2 at the Black Mountain/Snyder Hill Pumping Plants
- Amended resolution regarding the use of Water Storage Tax for the 2025/2026 Tax Year
Additionally, the Board heard presentations on:
- La Paz County Wheeling Contract
- Extension of existing Bucket 1A System Conservation Agreements to include water delivery years 2027 and 2028
- Lower Colorado River Basin System Conservation Program Bucket 2 Long-Term System Efficiency Project Agreement between the United States, CAWCD and the City of Phoenix

The CAWCD Board of Directors is a popularly elected 15-member board. Ten members are from Maricopa County, four from Pima County and one from Pinal County. Members serve six-year, unpaid terms. The board typically meets publicly the first Thursday of each month to establish policy and set rates and taxes for CAP. Meetings are open to the public – in person and via livestream.
