The Central Arizona Water Conservation District Board (CAWCD) met on Thursday, Nov. 6 at Central Arizona Project’s (CAP’s) north Phoenix headquarters. The meeting kicked off with a recognition of employees celebrating 20, 25 and even 35 years of service to Central Arizona Project (CAP).
Max Wilson, PhD, City of Phoenix water resources management advisor, gave a presentation to the Board regarding the City’s Advanced Purified Water Program.
The Board approved the recommended 2026/27 biennial budget, which can be found here, as well as a policy to establish a System Improvement Fee for CAWCD wheeling contracts.
Following a report from the Finance, Audit and Power Committee, the Board approved the insurance program and captive funding for calendar year 2026. CAP’s insurance program consists of premiums paid to the CAWCD Insurance Company (Captive) and to third-party commercial insurers. The Captive fully funds CAP’s health insurance benefits and in 2026, premiums for this coverage will remain flat for the fourth year in a row.
After a report from the CAGRD and Underground Storage Committee, the Board approved the the purchase of 10,000 long-term storage credits (LTSCs) in the Phoenix AMA from the Tohono O’odham Nation. The credits will be purchased for $550/LTSC, resulting in a total cost of $5,500,000.
The Board also approved:
- Contract for low-voltage bus duct replacement at Waddell Pump/Generating Plant
- Contract for outside legal services
In addition, the Board heard a number of presentations on:
- CAP Water Education Center
- Aqueduct Hydrology Improvements Project Phase 1 construction contract in the Wittman area
- Colorado River conditions
- Amendment to the agreement between CAWCD and the Bureau of Reclamation regarding the 242 Wellfield and Pipeline Conservation Project
The CAWCD Board of Directors is a popularly elected 15-member board. Ten members are from Maricopa County, four from Pima County and one from Pinal County. Members serve six-year, unpaid terms. The board typically meets publicly the first Thursday of each month to establish policy and set rates and taxes for CAP. Meetings are open to the public – in person and via livestream.
