The Central Arizona Water Conservation District Board (CAWCD) met Thursday, Nov. 11 at CAP’s Headquarters in north Phoenix. The meeting began with a recognition of several service anniversaries, including CAP’s first 40-year employee, Dwaine Duval. Employees were also recognized for 35, 30, 25 and 20 years of service. General Manager Brenda Burman informed the Board that CAP’s first general manager, Tom Clark, passed away recently. She also recognized Colorado River Programs Manager Vineetha Kartha for receiving a 2024 Women Achiever Award from the Arizona Capitol Times.
The Board approved CAP’s 2025 insurance program of more than $15 million, including nearly $13 million in funding for the Captive. Additionally, it approved a $277,000 increase to the non-federal partners cost share for the Bartlett Dam Feasibility Study.
On consent agenda, the Board approved:
- Equipment Procurement Contract for the Pump Improvements Project at Black Mountain Pumping Plant
- Construction Contract for Aqueduct Hydrology Improvement Program Phase 1 Construction Manager At-Risk
- Contract for Migration of Core Enterprise Systems to Oracle Cloud Infrastructure

The CAWCD Board of Directors is a popularly elected, 15-member board. Ten members are from Maricopa County, four from Pima County and one from Pinal County. Members serve six-year, unpaid terms. The board typically meets publicly the first Thursday of each month to establish policy and set rates and taxes for CAP. Meetings are open to the public – in person and via livestream.
