The Central Arizona Water Conservation District Board (CAWCD) met Thursday, March 6 at CAP’s Headquarters in north Phoenix. General Manager Brenda Burman began by sharing with the Board the fact that the Bureau of Reclamation has accepted CAP’s proposed System Improvement Project as part of its System Use Agreement. This provides for additional capacity in the canal allowing CAP to wheel up to 41,000 acre-feet of non-project water each year and is another step forward in providing system flexibility.
The Board took action related to an Intergovernmental Agreement between CAWCD and the Arizona Water Banking Authority (AWBA) stating that the CAWCD Board may authorize tax funds be reserved and made available to AWBA when it enters into agreements for the purchase of long-term storage credits (LTSCs). Funds not spent are held by CAWCD to be carried over for future transactions. In February, the AWBA Commission approved the purchase and sale of LTSCs in the Phoenix Active Management Area. As a result, AWBA needs an additional $6,322,188.40 to complete the transaction. The CAWCD Board approved an amended resolution allowing that purchases to move forward with the transaction.
On consent agenda, the Board approved:
- Construction contract for backup power upgrades project at checks and microwave sites
- Resolution authorizing officers/agents to deposit, transfer and withdraw monies in the Local Government Investment Pool

The CAWCD Board of Directors is a popularly elected, 15-member board. Ten members are from Maricopa County, four from Pima County and one from Pinal County. Members serve six-year, unpaid terms. The board typically meets publicly the first Thursday of each month to establish policy and set rates and taxes for CAP. Meetings are open to the public – in person and via livestream.
